LINTHICUM – Raytheon Company has lured Chris Foster away from Northrop Grumman to lead business development efforts for its Information Security Solutions (ISS) business.  Before heading the business development and partnership program at Northrop’s Government Systems division, he was the state’s deputy secretary of business and economic development.
