LINTHICUM HEIGHTS – Foundation Coal Holdings has halted operations at the Laurel mining complex in West Virginia because of costs and economic conditions. The complex produced approximately one million clean tons of coal in 2008 from three underground mines. Foundation Coal affiliates expect to record a fourth quarter non-cash impairment charge to write-down all or a portion of the $36.5 million carrying value of Laurel Creek’s long-lived assets.

ANNAPOLIS – TeleCommunication Systems, the provider of mission-critical wireless communications, added three executives to its board of directors, including a former Marine who was the defacto officer in charge of operations, and two members of its management team.  Lt. Gen. Jan C. Huly, along with Richard Young (EVP and COO) and Thomas Brandt, Jr. (SVP and CFO) began their terms in January.  The company also announced a multi-year contract with Cricket Communications to provide E9-1-1 services to Cricket’s customer base.
